Part of Quantum’s success is its attention to financial restraints. Debbie Carter is directly responsible for controlling our accounts payable and receivable departments. Debbie handles the general accounting duties while assuring our human resource, safety and subcontractor compliance issues are all under control. She receives all licensing and required information from those working on our sites. Debbie also oversees the safety procedures that are an important part of every Quantum project. Debbie is also in charge of receiving all information from subcontractors and secures documentation to prove all required work has been done.

Because each job is complex, Debbie insists on compliance with all agencies that regulate our industry. She has set up safety procedures that are enforced on every job. Her familiarity with construction practices allows Debbie to handle duties that ensure total acquiescence to regulations and quality control.

Debbie has the ability to collect necessary funds and documentation to keep our jobs moving smoothly. Her primary goal is to require all parties to comply with the demands of our client and local government.

Experience:

Before coming to Quantum, Debbie spent ten years working in the Heavy Highway Construction industry. She oversaw their accounts payable, receivable, payroll and human resources. She has coordinated efforts with the Operating Engineers Union and handled complicated government contracting issues. As a credit manager, she oversaw the collection of funds on multi-million dollar projects. Debbie has also served as an office manager and has served as a volunteer Emergency Medical Technician and training officer for Spanish Fork City. She is also an EMT instructor for the State of Utah.
